This document serves to establish a spatially-referenced, probability-based and geographically balanced sampling design for the estimation of areas in land surveys. The reporting requirements will identify the sampling and target populations. To ensure quality each sample unit should have a unique location, without repeat-measurements at the same location. It should be checked that no sample units overlap between the pilot sampling phase and adding of new strata.
