This FREL is presented on a voluntary basis, and is based on the existing database, under the United Nations Framework Convention on Climate Change (UNFCCC). The FREL will be continually updated, and plans for its improvement are included in the document. Methodologies for calculating FREL, activity data, stocks and emission factors, along with estimation of their uncertainties are described.
